The CBCI Office for Labour is one of the departments of Catholic Bishops Conference of India (CBCI). Formerly it was known as CBCI Commission for Labour and later it was renamed as CBCI Office for Labour. The Commission for Labour was set up in 1972 as the result of restructuring of CBCI according the light and inspiration of the teachings of Second Vatican Council. Initially the CBCI Commission for Labour was functioning from Chennai and later it was shifted to CBCI Centre New Delhi. It is the official organ of the Catholic Bishops' Conference of India to work for the empowerment of the working class in the country. The Office envisages the involvement of the Church and people's organizations at the grassroots level in dealing with the problems/issues of workers, particularly in the unorganized sector.

Bishop Chairman and two other member Bishops of Office for Labour are elected by CBCI General Body and the Executive Secretary is appointed by CBCI. There are fourteen Regional Bishops' Councils in India and Commission for Labour in all these regions. CBCI Office for Labour is coordinating all these Commissions.

Workers India Federation (WIF) is the official organization of CBCI Office for Labour and founded in the year 2010. WIF is a registered organization and its area of operation is all over India. The Office bearers of WIF are elected by the General Body Meeting of delegates of Regional Labour Commission (Regional WIF) and Member Organizations. CBCI Office for Labour and WIF are working together. Generally, CBCI Office for Labour is inspirational and guiding body and WIF is the implementing body. Office for Labour/WIF is the official Forum of CBCI to coordinate various initiatives and activities for the development and welfare of Workers. It is the National Level Coordinating Apex body of the various organisations, movements and initiatives of the Church working for the labour welfare. National Domestic Workers Movement (NDWM), Christian Workers Movement India (CWMI), Apostleship of Sea (AOS), Young Christian Workers of India (YCWI), Pastoral Care for Nomads (PACNI) are the founder member organisations of WIF. National Office is at CBCI Centre, New Delhi.

Objectives

• Formation of Workers’ Forums (Fora)/ Movements of unorganised workers in Local, Regional and National levels.

• Strengthen the National and Regional Labour movements to become effective instruments to reach out the poor workers.

• Formation of Regional Level and National Level networks of Workers' Fora for 'collective bargaining' and effective interventions in the legislative process, policies and programs of State as well as Union Governments.

• Collaboration and Networking with other likeminded Workers' Organisations and institutions to further the common causes of the unorganised workers including of the interstate migrant workers.

• Skill & life skill development training and capacity building of workers and help them to lead a decent and dignified life.

• Support systems for interstate migrant workers for their welfare, social security and legal entitlements.

• To teach, guide, animate and motivate workers, leaders and employers as per the teachings and values of the Church

• Encourage and get ready workers to turn into leaders in different arenas of social life.

• Educate the workers about their rights and responsibilities and help workers to realise them. Campaign for implementation of Universal Social Security and Food Security.

• Publishing of leaflets, books etc. about Social Teachings of the Church related with work and workers.

• Information dissemination to the leaders of the institutions of Church and Religious Congregations about labour related laws, rules and regulations.

• Formulate Guidelines and support systems for effective implementation of fare labour practices within Church institutions. Organise social security programs and schemes for the workers related to church institutions. To serve as a source of inspiration and to address pastoral concerns and needs of the workers.

• Function as the inspirational body of Church on work and workers related matters. To be a source of inspiration and guidance to ensure that justice becomes a reality for the people employed within the Church and its institutions

• To equip all sections of workers to ensure their active participation in the local Church.

• To foster greater understanding of their responsibilities towards their families, their rights and obligations as citizens and as workers in the society and above all as children of God.

• Provide HR Support to the micro and small - scale entrepreneurship organization and institutions.

• Help the workers to form Cooperatives, Self Help Groups, Joint Liability Groups etc. and to help them to link effectively with the microfinance programs and credit linkages to financial institutions.

• Advocacy and Lobbying on labour matters and effective liaison with the authorities in the formulation of good labour policies and worker friendly legislations in the country.

• Provide legal aid and services to the workers and other stakeholders.

• Study and Research on worker related topics and bring out the in observations and inferences to public domain.
